The frame is from Waltly and I've tried it with derailleurs from Sensah and Ltwoo. I don't believe any additional washer came with the frame or the group set.
Is it designed for direct mount derailleurs? A photo from the side and the name of the frame would help.

It looks like the top of the derailleur has bottomed out against the derailleur hanger.
You could go at the derailleur hanger with a Dremmel. But for something like this I would email the manufacturer with your image and see what they suggest.

Looks like the hangar was milled incorrectly. I’d contact the manufacturer and ask them for a replacement, or grind down the existing hanger if you are in a hurry.

I think I would carefully file down the hanger to fit the derailleur properly. Probably not the proper fix, but it is likely the cheapest and quickest fix.

You can’t go to Watly to sort this out so either
-Get a hangar from Watly that wii work or
Find a derailleur that will accommodate or
Remove material from this derailleur 😮or
Washer(s) but attention to adequate thread engagement
