I don’t know what it is but I will say that you’ll probably need pliers or vice grips to remove it, it might be what keeps the derailleur guard on

Is it not the other end of the quick release skewer? There should be a level on the other end, flip it to release and then just unscrew the nut in your photo.
Look up some videos on how to use a QR skewer while you’re at it
