You probably laced the wheel wrong.that happened to me once when practicing to lace wheel

spokes might be too long
Two reasons, built wrong, or wrong sized spokes. If you’re coming from a cheaper single wall rim to a double wall, the spoke length will be an issue. Looking at your photo though it’s likely you’ve built it wrong. Plenty of yt tutorials, but you’ve got to take your time, one wrong step and it’s all completely out.
