Had to put these two washers (one on the other side) between the frame and the rear wheel lock nut to fill in a gap. Is this safe?

That’s fine, but if the gap is only the 1mm or so thickness of that washer I wouldn’t worry about it and I would just run without the washer. That frame is steel, and unless the wheel isn’t the correct spacing, it is likely just slightly out of spec and it won’t hurt it to squish it a couple millimeters back to being 135mm or 130mm or whatever it is. Plenty of alloy frames come from the factory that far out and they’re fine just being squished a little to fit their wheels.
