With this construction, you could probably build one
A front bag that looked like a head would oh never mind
Maybe a Choike Alien seatpost bag? They also make custom frame bags that could fit over-under the frame
Will have to buy from Chile though.
I don’t see many options. I like the Arkel seat bag. It has a weird little rack-ette. The routewerks bag is very solid and looks a bit weird. Yeah. Routwerks for sure.

What is this frame
Maybe a seatpost rack like from Topeak, then add any bag/box you like. Or do the same with a front rack.
It’s more of a zbike than an xbike.
Have you tried hanging a grocery bag from the handlebars?

You could put any old man mountain rack on the front. I would go with a Divide. Here it is on the front of my Dean. You could put any pair of panniers on that. I ran this same rack on my Giant. On the back of the giant it carried two stuffed panniers, a tent, a sleeping bag and sleeping pad across 1k miles of touring and bike packing. I honestly to goodness contacted OMM for advice on painting it. They said get it powder coated if I can. Powder coat that thing key lime pie green! Or, the original black will do.
