That looks to be a Crux from around 2010, give a few years. At that age and not having disk brakes, I wouldn’t pay more than around $400, if not less.
I would verify that it has clincher wheels. For elite cross bikes tubular tires were common. It is a [few day process to mount a tubular tire](https://www.youtube.com/watch?v=OGw3DlZMRGI).
