  1. Not with the panniers. Generally if you expect to need to carry your bike, rear rack is a bad idea. Pack mostly into medium (25-35 L) backpack that you can comfortably ride with and bigger handlebar bag and frame bag (if your bike isn’t modern MTB with progressive geo and small frame triangle). You can throw small stuff into smaller bags on the frame. Downtube bag under the frame is OK for heavy things (tools, first aid), but is annoying when carrying the bike.

    For longer hike-a-bike segments you can think about all kinds of harness to carry the bike, but the trekking backpack that will be comfortable to carry partially disassembled bike strapped to the pack will not be comfortable to ride with. Waist belts in backpacks are completely differently designed for hiking and for biking. Hiking ones rest on your iliac spines and assume straight posture. They transfer the weight really well, but will be uncomfortably pressing on your belly when trying to ride the bike. On the other hand, biking ones are wide and much higher, they are used more to stabilize the pack than transfer all the weight. They will be okay for riding, but not so comfortable to hike with 20-30 kg load of your stuff and the bike.

    One of the original motivations for Bikepacking was there there were no panniers. This was a new thing where cyclists would strap soft sided bags to their bikes and go into the woods. The idea was that one could stand next to one’s bike and push the bike up steep hills. If you attach panniers to the bike you defeat the purpose of bikepacking.     You will note in the picture you posted that the hiker is carrying a small backpack of about 30 liters. That is about the limit for bikepacking bags.
