I've just put on a new chain and the third largest sprocket is skipping under load, but only in the smaller chainring. I regularly use new chains as I'm out in all weathers every day. All other gears index fine. Is it just time for a new cassette?

Maybe time for a new cassette. Do you use that gear a lot? I have found that most riders wear a few gears faster then other
New cassette time unless its a individually replaceable sprocket. Probably much worse value for money going that route though.
Sometimes you can get the chain to bed in a bit after a bit of use. Just a pain in the bum having it jump on your favourite sprocket for that time.
I wonder if the problem is a mismatched derailleur. Surely you’re not spending so long pulling so hard in just those low low gears?
Would be pretty unusual to wear through the biggest sprockets. Unless you don’t spend any time at all in the smaller ones. How many kilometers do you have on this cassette? I’d expect it to last at least 10Mm or at least 4 chains. Are you sure it’s skipping and not trying to shift to neighbouring sprockets (i.e. not just a derailleur issue)? Any bent teeth or other visible damage?
Small chainring puts more force through the chain, so it’s to be expected that issues are more pronounced.
Compare your cassette to a picture of a new one. . .IMO yours needs to be replaced; it looks pretty worn compared to a new one.
I have had this where it recovers after a couple of hundred miles. The chain wears abit and the cassette loses the hooked profile on the teeth which causes it to skip.
I agree on the wear issue. If you replace the cassette, do the chain too. But I’ve also had the rings bend on me in the past, from clumsy shifting under load. You might examine the problematic ring carefully for a slight bend, viewed edge-on while rotating. Sometimes they can we tweaked back into alignment.
Is it the 22 or 20 lol?
Clean the sprocket (really well), look at the 3rd biggest sprocket with a bright light and magnifying glass, you might have a bad couple teeth. (Spent time re-adjusting my son’s bike last year, adjusted it two times – he kept noticing a skip/slip in a certain gear only under load, under really close inspection I noticed a couple teeth were worn on the 3rd or 4th largest) New cassette and everything was smooth.
