Those are 1-pc cranks. I can visibly see they are loose. You can tighten the other side, but if you’ve ridden them like this, the bearings are likely toast. I’d recommend just replacing the cranks all together. If money is tight, you can simply just replace the bearings. You could replace the whole bottom bracket, or just replace the bearings. You’ll want to look for loose ball bearing american bottom bracket.
