To me, that looks like a resin-rich area that is yellowing due to UV exposure. The resin everywhere is yellowing to the same degree, but it’s more noticeable in areas where the resin is thicker.
AFAIK, yellowing resin isn’t necessarily unsafe – it’s just an age thing. However, these wheels have a reputation for spontaneous catastrophic failure in the best circumstances. The UV exposure certainly wouldn’t be helping in that situation.

It’s resin that has become more obvious, as it yellows over the years. Today’s techniques are more advanced and leave less resin on the surface so you don’t see that as much.

The yellow marks can either be through heat exposure or more likely the resin and coat aging over time. Found a link to a old forum talking about this and possibly repairs but I believe repairing this can be a pain as it akward.
