After recableing my bike I noticed the cable port is loose and moves when I turn my bars. As far as I can tell there is nothing to hold it in place. The others are solidly part of the frame. Are these supposed to be epoxied in? If so which epoxy should I use to join plastic and carbon?

It’s not supposed to be epoxied in. It’s supposed to pop in.
Play with your cable/housing/hose slack and tension and you can likely get it to stay better. Probably a less steep angle exiting the frame will make it work better.
I’m guessing you changed the length of that cable/hose and now it’s routed slightly different?
