Take a wide elastic band and put it over the tip of the screwdriver then use that to take out the screw

Thet’s not stripped. Find a bit that fits as close as possible, really push it in and unscrew it.

Get yourself a blow dryer and your trusty can of WD-40.
Warm that piece really well with the blow dryer and spray it with the WD-40.
Do that a couple times and let it sit.
As someone else suggested put a piece of rubber band in the hole, jam the screwdriver in there and try to turn it.
Better yet, if you own an impact driver, use that.

I agree that is not stripped. Just rusted. Could pb blast it and try again. Or pick up some screw extractors

A JIS screwdriver will probably grip that better.

Did someone thread a Phillips screw into a bottle boss? That might be toast, but without attacking it myself it’s hard to say.

I’d recommend using a centre punch and a hammer to hit the screw in the direction to undo, if you don’t have a centre punch a hard nail might work but centre punches are specially hardened.
if you can get any kind of grip on it, try heating it with a blow torch for a minute then try and undo the screw

Take a Dremel, cut a chanel in the screw and use a common screw driver. If you don’t care about the bottle cage you could also just break that plastic part and take it out with a pair of pliers. You could also try a dab of valve grinding compound on the top of your screwdriver. That greatly increases surface area and grip. Before doing any of that though, hit it with a good penetrating oil and let it sit for a few hours. Something like deep creep or mouse milk will work great.
I try to avoid WD40 like the plague. It makes for an OK penetrating oil and a worse than nothing lubricant.

If none of the other suggestions work and you have a Dremel cut a notch in it and use a flathead. Likely going to wreck your cage though.

Go get some of them “non slip mats” from the dollar tree, the lil rubber perforated sheets, cut you a lil square, put that over the screw and push the screwdriver into it, so that the nonslip is basically a lil screwdriver condom helping you get traction on the screw.

Try taking a small piece of rubber from an old inner tube. Put it in between the screw head and the screw driver. Press really hard when you turn. Prolly soak in some PB blaster or WD-40 before.

The good news is there’s still some shape the head, so you’ll be able to get something to bite into it I recon. There is a ton of bolt/screw extractor kits on Amazon if you can spare a few quid. I’ve used an old T handle torx key and hammered it in.
If you they all of those things and fail. Absolute worse case scenario… I’d either A (cut away that plastic housing, b) if it’s not plastic, maybe drill it out, maybe tap it and then try thread in a sacrificial bolt with super glue, leave 24 hours. to then try remove it. (But drilling that out would be a a fucker, and then risk to damaging the frame I guess)
