Not sure why someone wouldn’t lock their bike but I’m guessing that someone didn’t and lost their bike based on the new sign.

Separate from shoplifting incidents or things that relate to store inventory, Target has to report and track incidents things like property damage, injuries, etc. So one store that has a rash of bike thefts over a year appears more “unsafe” compared to the rest of the stores in that district, which makes the Asset Protection of that store look bad.
Some stores used to have bike lockers for employees but they’re largely phased out by now, I imagine this store has had one too many cut locks. It also doesn’t make sense that they would then take it upon themselves to supply a guest with a lock unless they plan on taking on liability for the bike while its on the property.

They let people walk around the store with mangy dogs. Just take it in with you.
