I'm trying to put a new chainwheel but the pedal is in the way. The arrow is pointing to where I'm trying to unscrew it, is that correct? My dad said he's been trying to remove this for years and still hasn't succeeded. I've been hammering this for hours any tips?

You need a much longer wrench, or heat, or both.
Heat and WD40.
Get a bigger lever.

ya that’s the right direction to unscrew it
Heat, and/or a decent skelp with a persuader of your choice.
Keep that spanner on there, then get a ring spanner on clip it on the end like this
