Regardless of how tight I preload the bearing I have a for/aft play that you can hear in the video. If I put enough force towards the front wheel while breaking it makes this sound. Everything else is torqued to specs. Where could that come from.

Have you got all the correct parts/spaces in the headset? Is there any movement in the brake calliper/at the brake pads?
I’d try to deduce if it was play in the steerer or if its a sound because of cable routing or something else.
-Clamp your front brake and then try and move the frame forward. Does it move while the steerer/front wheel stays still?
I’m also going to assume the integrated stem nuts are not tightened but just to get the obvious out of the way, you want to make sure those nuts are loose while tightening the pre-load.
Another thing to check is whether the expander bung is loose or its position its correct. It needs to be about 5mm below your top cap (for most bikes, consult your assembly instructions) so under that top cap, there should be about 5mm of space between the top of the steerer and the topcap.
Finally, the assembly of the internal routing and headset bearing area might be incorrect. Often times, there’s a specific guide you want to route your cables through. At this point, you need to disassemble and rebuild everything.
