I emailed state to see if they had a direct replacement for my 2014 State Undefeated but it's too old. They said I should look for a Straight Carbon steerer 1 1/8" – but when I've searched there seems to be lots of other variables. My frame is 54cm – any advice is appreciated!

These can be a replacement i think https://www.dolan-bikes.com/alpina-ud-carbon-track-fork—matt—with-brake-hole/
You need to make sure the fork matches the geometry of the frame/bike.
If if can’t be found online if email state and ask for the rake and axle to crown of the fork. Direct replacement is good but if I were in your shoes I’d use it as an opportunity to upgrade.
something tells me you can quite easily find a fork with similar geo.
All City Cycles “Big Block” fork. Chromoly fork comes in 1” or 1 1/8”.
Hopefully you didn’t get hurt. 😔
WTF if you got hit by a car you need to be compensated for any injuries or at least a new bike. Did you get their information? Doesn’t matter if State doesn’t make the bike anymore, their insurance should give you a check to replace the ENTIRE bike. Not just the fork.
Just for good measure, I’d recommend getting frame alignment test at your local bike shop.
