This is a Rhino outreach, whatever Chinese junk that is. Everything is disconnected but it's as if the fork and the handle bars are welded together inside of the frame and can't separate, yet there is a bunch of stuff to unscrew. Is there some common thing in missing? I looked at my other cheap bikes and they appear to have the same design of multiple things to unscrew.

Are you looking to remove the handlebar, the stem, the fork, or all three? Get the terms right.
For the fork, start with removing the stem. Undo the bolt on top of the stem. If you have, sometimes it can seize/get stuck. Penetrating oil, etc. can help. You can Google “seized quill stem” for other solutions.
