Do you have a new exact same axle? Did you lose the dust cap? No point if you lost the dust cap and/or don’t know where to get that exact same axle.
You can just tap out the axle with a hammer and a pick from the broken side, then unscrew the dust cap by gripping the axle with pliers. This will also destroy the bearings so you’ll need new ones.
