Rim is ETRTO 622 x 17
Tire is 23-622 (700x23c)
I cannot for the life of me fit this altogether. Should I buy a narrower tire or is this suppose to fit?
The tyre should fit, but some rim/tyre combos are very tight.

Some combinations are just tight.
The main thing is to make sure that the tyre is in the centre of the rim all the way round – so go all around the rim squeezing it into the centre. That gives you more slack.
Then just work it in bit by bit – don’t start at the centre, start just in from where the tyre is over the rim and do a few inches at a time.

Push the tire that’s already on even more inwards and work your way towards the valve. New tires or new wheels make the job harder. Good luck, good strength!

Get a kool stop tire jack. Best installation aid ever.

For bikes, you can get a thing called tire plyers. This will help you get the tire over the rim. If this doesn’t work, you can try some silicone lube
you need to pull all the slack in the tire to one spot. you dont need tools to get even the tightest tires on and off. the secret is to collect the slack.

Just keep working it inch by inch with a tire lever.

If you can get one side of the tyre on the rim then you have proved the tyre can fit on the rim, just a matter of technique on working the other side.
