  1. Assuming that you don’t want to mangle the lower fastener…

    Get two nuts that thread on to the exposed threads, jam them together, and then use a wrench to hold the upper one while you use a hex wrench to remove the bolt on top.

    The same concept is demonstrated in this video about removing an engine stud.

    If you don’t care about the lower fastener just grab it with some vise-grips or a vise.
