Is this safe for short city commuting?
This is a Raleigh XXIX bike with 4130 steel frame welded at the junction of the down and head tubes. That has been ridden for some time as a commuter by the current seller.
I wouldn’t buy it. Do you really want to trust your safety to a patch job done by someone you don’t know/trust?
And, read the sidebar specifically about if something is safe.

Nope. You have no idea if the welder knew what they were doing. Its not worth it. My stance is that welding on bikes should only occur at the factory. Will it hold? Maybe. Will it tear your crotch open if it breaks again? Also maybe.

If it’s free then ride it. I would definitely not pay any amount of money for that bike.

That doesn’t look like a weld, it looks like epoxy. Do not buy. Seller is lying or doesn’t know what they are talking about.

properly welding thin-walled cromolly tubes is something that takes a bit of experience or education to do well. I’ve seen an awful lot of people who brag “I can weld that!”, but boasts like that are free to make. I am absolutely not a welder, but that repaired area doesn’t look “good”.
