I was under the assumption that these carbon wheels were tubeless ready and didn’t require rim tape…
I put on tubeless valves and dry fitted GP5000s on it, they pressurize but quickly drop psi, at the tune of 5psi/second. Can feel pressure building through the weep holes… is this just because there is no sealant? Or does it need tubeless tape?

That looks like a rim strip. Can you pick up an edge of it without difficulty? Leaking through other parts of the rim tend to indicate that it’s not tubeless tape.
You didn’t put any sealant in it? Is there a reason you did that?
Sealant will help seal the tire.
That being said- the top edge in that picture makes this look more like a rim strip. Can you confirm that it’s indeed either rim tape OR it’s covered carbon meaning there’s no access holes for the spokes.
