This most likely can be rubbed out with Melamine (Mr. Clean Magic Eraser) sponges. Those won’t mark up the rim, but remove any paint residue.
alcohol. if no work, sand it 2000 grit plus, then clear coat it.

If it’s just paint, I feel like it should scrub off with a mild solvent and some elbow grease.
If that doesn’t work, a chisel-tip Sharpie ought to at least make it a lot less noticeable.
Spay a little WD-40 on a rag and it should come right off.
