This is an all road state 4130 bicycle and it’s being sold for 400$

The bends look to be symmetrical and is somewhat common on chain stays. I don’t see a problem.
There are no bends, it’s an optical illusion created by the external cable routing on the bottom side of the chainstays. Nickle and dime them on the chain chirp if there is any. This is a bike someone bought for the year and is looking to just get whatever for. They didn’t even wipe it down for the photo.
