I ride my bike home after I broke it the front of the bike snapped off and I duck tapped it together as long as you don’t do anything extreme with it like riding 30+mph you’ll be fine
If the frame is butted that would probably be the thinest part of the tube. I personally wouldn’t ride it but I wouldn’t think it would catastrophically fail. As long as there are no cracks and you keep a close eye on it.

The only frame I would ride with a dent like that is a steel frame. And that would be to ride home.

Surrounding the dent you can see rough flaking on the paint which is a clear sign of cracks. Aluminum is less forgiving than steel when it comes to damage; once compromised, it doesn’t handle fatigue well. Which means that with repeated use the cracks will grow until it fails catastrophically.
For leisurely rides on smooth surfaces you might get away with it but I assume you’re not riding a top frame like that.
