  1. They’re not supposed to be there. They might have been added as spacers if the skewer is too long for the hub.

  2. There is a lot of extra thread on the average skewer, so usually the only consequence of removing those washers should be to get a bit of extra thread sticking out of the nut. You should be able to cut the excess off after that as well.

  3. Pretty sure the bike builder put that on so the wheel could align with the brake caliper. Could be wrong but if you take it off and refit the wheel and the rotor jams in the caliper to one side then that’s what’s going on. Hope this helps.
