I saw what I thought looked like signs of fatigue in the aluminum seatpost that came with the bike, and when I replaced it I saw the assembly compound was seeping out the front and sides of the seat tube. Safe to assume it's cooked? Or could a skilled welder still save it?

It looks like an old aluminum frame. Maybe frame fatigue so not the only potential weak spots. I would give up on the frame for safety. You are putting most of the weight on the slightly angled seat post and down tube.
Used and replacement AL frames are so inexpensive and safe, seems like a no brainer.
Yep….time for a new one. Just be sure to get the right frame/seat post combo as this issue can be caused by not having enough seat post in the frame. ( The rule of thumb is an inch or 2 below the bottom of the seat tube top tube junction
