It’s called a dork disc lol, and no people usually cut them off day 1.

They are a lawyer feature usually referred to as dork discs. Cut it off. Won’t hurt if you leave it, but… ya know… dork. Just be careful when removing the disc to not damage your spokes with a tool. The plastic is shockingly tough.

It’s there to protect your spokes if the chain comes off, but has devolved into a religious issue.
Leave it on if you don’t know how to adjust a derailleur.
