There already is a rivnut in there. You can carefully drill it out & replace it, with the catch that you can’t really get the “bottom” part back out… well, not through the same hole anyway.

You’ve stripped the threads, you’ll have to drill it out and fit a new one.

As others have said, you can’t fit a rivnut while the existing thread is in there. But you can tap it out a size larger. If it’s M5, you can probably go straight to an M6 tap and use an M6 bolt, as an M6 tap needs a 5mm hole by memory (check the instruction on the tap). If it’s an M4 to and M5 it will be a little different, you’ll need around a 4.2mm hole (again, check the tap instructions to be sure).

The first step would be a helicoil repair kit – this would TRY and reuse the existing nutsert/rivnut first.
