I plan on rebuilding this beautiful diamondback wcf. First time experiencing the Derailleur to be loose in this way. Is their a way to tension it ? Or just a sign of being worn out ?

Worn out, get a new one
Not fixable, part needs to be replaced. When rivetted assemblies come apart like that it’s toast.
A comparable new front derailleur isn’t too expensive, although you’ll have to break the chain to install it. If the chain is worn beyond 1% elongation replace that also.
That’s how front derailleurs die. Replace.
