So I loosened the bolt which holds the wire because I saw a youtube video that said to do that incase the cables were loose. It said pull them with your hand then close the hex bolt. I did that, now the brakes have zero power. Not sure what to do, I'm grabbing the wire with needle nose pliers and pulling and I can't get the wire any more tighter.
Brake lever reaches all the way to the handle bars with no bite.

Pull harder because the cable is clearly not tight. What could help is holding the brake caliper (arm) closed while fastening the cable. If you then let go it puts additional tension in the cable.
