The metal bits look like no turn washers for the rear dropouts.

Those are safety washers. Iām assuming the bike uses nutted axles (not quick releases)? Designed so if the nuts loosened these would prevent the axle from falling out. More common on forks, but you do see them on rear axles sometimes.

The lawyer tabs have been covered, but I’m 99% sure those curved rectangle bits are hood spacers, push the brakes further out from the bars for XL hands/long fingers.

The silver washers remind me of the locking washers that went on the fork drop outs for the old, old bolt type hubs that were used pre-quick release. If the nut came loose but not off, the lip part would be hooked into the fork to prevent the wheel from coming out of the fork. The two rounded parts look like Shims for a seat clamp.

I think the black parts are for going around your handlebars. For the display assembly part.
So one on one side one on the opposite side and wrap the display (speedometer)assembly around it. Hard to explain.
