Recurrent punctures

Hi all,

Been getting lots of recurrent punctures all in the same place on my rear wheel. Initially thought it was a tyre wear issue, so replaced them, got different tubes but still got them.

Finally take the rim tape off my wheel and discovered that it seems the joint of the rim has become rough, so would this explain whilst the punctures are always there? (Picture attached)

My rims are Mavic UST so I can go tubeless, will the rim damage make a difference to this? Do I need UST specific tyres? I currently have panaracer gravel king slicks which are tubeless ready, but not UST specific.
