You can test by tapping on it and listening to the sound. It’s supposed to be a nice high “ping” sound, have a little ring to it. If it’s a more dull sound without any ring it’s cracked

If you want to know 1000% get a piece of sandpaper. But looks like the frame to me

Yeah personally I’d say that’s a crack in the frame but if your still unsure try scratching into it with a razor blade as if it’s a paint chip it will chip off and if it a crack in the tubing/welding it will got deeper than the surface

Paint over the crack with nail polish, let it dry, go for a ride. If the polish is cracked when u finish riding, then its the frame and it is muerto.
