This metal piece was just loose in my new Brompton box. What is it?

I just got a new P line Brompton (though it came from the ‘Renewed’ section of their website of post-display etc bikes). This metal piece was just hanging out loose in the box, not packaged. It has a sticker inside which seems to have been used already (it’s dirty and not fully sticky). What is it?
