Is that a threaded insert/adapter for the star nut?!?

Hey folks!
I’m relatively new to bike maintenance, so please bear with me. I’ve got a 2021 Focus Izalco Max Disc 8.7 with an Acros (?) headset, and I’ve run into an issue with the top cap and its screw (the one that threads into another screw holding the fork together, I think?).
The screw on the top cap was giving me a really hard time – it was completely stuck and stripped. After some trial and error (and a bit of frustration), I ended up hammering in a Torx bit to get it loose. That did the trick, but now I want to replace everything properly. It seems like the setup involves more than just the screw securing the top cap, and despite my best efforts, I haven’t been able to get the two screws apart.
So, I’ve got a couple of questions:
1. Does anyone know the right replacement parts for this setup?
2. What’s the best way to install the new top cap and screw without messing up the headset or fork?

Mount the BBB cycling power head expander once the old junk is out.
