I’ve got a Norco XR A2 2020 that has a carbon fork with 2 eyelets on each side. I’m wondering how much I’m able to carry on it without having to worry about them ripping out or damaging the fork. Ideally I’d put something light on it like a ultralight tent or such.

Contact Norco and ask.
In general, I would say no more than 600 grams for a 2-eyelet fork as they’re likely meant for water bottles.
Every fork is different. The manufacturer should have published load limits.
