Any idea what might be causing this? XDR hub with SRAM Rival Cassette.
Missing or incorrect end caps can cause interference that stops the hub
check to make sure the brake is aligned properly as well

Something wrong with the hub. Of course. Probably best to bring it back to the “custom builder.”
Typically when I see this, it’s after I’ve done a freehub service and I forget to install the spacer between the freehub and the hub. I would take your freehub off and look up a parts diagram for the hub to see if you’re missing any parts of pieces.
It doesn’t stop spinning in your video…
That being said, if there’s significant drag when the axle is tightened down there’s a piece missing from your hub. End caps get stuck in the packaging on wheels all the time, if these came shipped in a box check there first. Otherwise there may be a spacer missing inside the hub, if they’re new wheels bring them back to the builder to have them checked over.
Can you take the wheel off and show us both sides end caps? The thru axle being tightened and causing binding implies you are clamping the bearings instead of the hub axle. Does the bub spin freely in your hands?
Did you tighten the xd cassette enough? They take a surprisingly large amount of torque
