This rack came with my bike and it has 3 arrachements points on each side that are preventing me from installing regular panniers. Before I cut them off, it would be nice to know their intended purpose.
It is some kind of proprietary panniers attachment system?
The rack is from Rack Time and came stock on a Marin bike.

Perhaps for bungee cords.
Looks like it is made for Ortlieb QL3.1 pannier bags. You might find those useful if you prefer a rigid and hasslefree quick-release bag. They are expensive though. Actually i think you might get a decent price for just the rack if you are willing to sell it
