There are six total gears in the rear. The shifter kinda floats through the gears, with no snapping or locking. If I try to shift down from six, it’ll pull itself back up to sixth, unless I am in first where it will stay there and I can shift to any other gear, albeit with caution as it still wants to spring back to sixth.
This is cheap road master bike that is several years old and definitely has a stretched chain. I have had no other problems with the rear derailleur until this.

Could be one of a million things take it to your local bike shop
Shifter is toast, super cheap parts. If you can and know how to replace it you can get a new one on amazon for under $5. If you Take it to a shop and have them replace it with shifter, cable, install, and adjustment will probably be around $50
Your shifter is broken, at best the little spring clip inside that provides the gear clicks has come out of place.
Easy fix for a bike shop, possible to fix at home but could be difficult if you have no experience
If you want it to be in a different gear while you wait for the part others suggested, pull the slack out of the line until it’s on the gear you want, and tighten down the bolt. You might be able to go down a couple gears by turning the barrel adjusters at the shifter, the derailleur, and anything in between.
Shifter looks shagged, very cheap to replace. However, in order to fully fix the problem I’d consider replacing;
* Gear cable(s)
* MTB or shifter
* Bike chain
Also just clean the bike and check the bearings if their ducked just replace them. All-in, it shouldn’t be more than £120.

I’d say the shifter is broken. Get a new one. If the shop says there’s other stuff that needs replacing then a new bike may be in order.
