Just get new cable housings, and probably new cables while you are at it. Easiest and cheapest way to make your bike feel like new
If it’s used and looks like this, I’d recommend taking it to a shop for a tune up. If not in the budget/your lbs is expensive I’d look at park tools videos and at the very least recable your shifter/brake cables.
