Found a much too small for me Raleigh rapide that I wanted to part out for another bike but the “new” bike doesn’t have a hole for the claw hanger. Could I just directly mount it using circled bolt? Tried looking around online but couldn’t find a direct answer

Since derailleur standards used to be wildly different, many lower-end bikes came with these bolt on derailleur hangers. You can just remove the current derailleur and mount it into the same hole. Leave the metal bolt-on hanger that sits around the axle with the small screw.
