I would guess that it’s maybe possible to get a compatible basket or other thingy that slides onto the rack and then gets held in place by this clip? You would rotate it down to release the basket and up to lock it in place.
Almost looks like the mounting interface for PlanetBike brand bike lights. At the very least they have mounts that fit that 3 bolt pattern as well. I’ve seen that 3 bolt pattern on lots of racks so must be some kind of common standard for attaching things.
