Is that not just the frayed end of your brake cable or am I missing something?
Perhaps your cable end fell off ?

That silver cap/ sleeve should be a nipple. Looks like the top has been cut off and its slid down.

When I received my non electric P line I noticed that the end of the cable was proud of the rack, and would scape the floor when folded. So I used wire cutters to trim it, and put a new brake cable end cap on the end with a crimping tool to prevent exactly what happened with your bike. Better to take it into a shop now before it unravels else you will need to replace the whole cable as you wont have enough cable to cap! (Or you can live with the sharp cable ends)
