Really looking into getting a set of blue rims for my build, but I’m worried about the brake tracks wearing out and deteriorating the color. Would there be a noticeable difference between a colored wheel and a silver wheel?

One rainy ride.
That’s a bit of an exaggeration, but not by much. Basic anodization will wear off extremely quickly. Some rim brake rims use a ceramic coating that is more durable, but you only see these in black / dark grey. No colours as far as I’ve ever seen.
Unused, some considerable amount of time. Used? Not long.
Way longer if you run a disc brake.
If you want to keep it fancy for longer you could use clear bmx pads. And just keep off the brakes.
Anodizing are for kids. Get a hub with disc brake compatibility.
Don’t do it. If you plan on using rim brakes, get a machined surface. Otherwise, your braking will suffer, it’ll be loud as shit and will look horrible at the same time.
