The pics are awful but I'm trying to see if it's worth my time to drive an hour to check it out. The groupset is old campy, not sure if it's record or gran sport. I've never seen these specific lugs in person before, the way they come to a point on the head tube I think they're some variation of Nervex lugs but l'm not sure. There's a head badge as you can see but I have no clue what it is (bianchi vibes a little but they had that weird round badge early on). Based on the stem and age of the groupset it's 50s or 60s l think.

Group looks like gran sport. Some of those components look cheap though. The brake calipers and levers for example. The frame looks like it could be worth something however. Worth checking out if the price is right?
Just ask the seller to send you a pic of the head badge. That will be more informative than strangers on the internet doing detective work.
The Reynolds decal suggests the frame is 80s but without I good photo it’s fare to tell. Could be a repaint. Steerer tube lugs are Nervex Legere. Brakes are probably universal and contrary to another comment, they were quite nice when setup correctly. Coppi rode Universals in the 60s. My guess is it’s an 80s British build. Not uncommon for “fancy lugged” bikes with a 50s aesthetic to be used much later, especially in the UK.
Front derailleur looks like an early 1990s midrange model. Rear derailleur and cranks look like Nuovo Record not Gran Sport. Also looks like 144BCD.
Frame lugs and head badge ate definitely giving British late 50s / early 1960s vibes.
