Custom? Who made it? My instinct is $150-200 is fair if you can find a buyer for such a small frame.
Why anyone put those death trap brake levers on is unknown. I’m guessing they had a tough time reaching the brakes. You will get more if you put on standard brake levers. The ones on now really hurt the value.
Too bad there is a cheap respray job. I bet this was reasonably expensive 40 years ago.

More info is needed. It’s helpful to know the builder, what brand/grade of steel was used, and all the parts.
Based on these photos, it looks to me like an early eighties touring bike. Suntour power ratcheting shifters and perhaps Mountech derailleurs? In good shape, this bike may fetch $300 or so, depending on the frame material and provenance of the builder. Thats sort of on the higher end, most older bikes like these don’t sell for a ton right now. As shown, needing work, you may be able to sell for $80-$150. It’s a shame it doesn’t have fork eyelets, those would help make it more attractive as a tourer.
