On 7-9 speed all shimano shifter are compatibel and have the same cable pull.
At 10 speed and higher the shifter divide in mtb and road with no compatibility and even difference betwen 10, 11 and 12 speed.
And difference on front derailler between mtb and rosd

Some sensah brifters will work with mtb stuff. Check out velo orange, they will likely have options for you. Depending on the situation you may need to go with bar end shifters, you could get the surly corner bar (or a knockoff for $46 usd) and keep your setup as is. Check out xbiking sub and path less pedaled on YouTube for other options.
The corner bar will be cheaper and is crazy good, just switched it on my fatbike and it’s so comfortable (have wrist pain and using wide ass mtb flat bars kill me). I did get the knockoff from Amazon for $46 and I got to keep all of my brakes and shifters the same. It’s definitely the cheapest route.
Claris right brifter will work. For the left, just use the Sora left brifter or a wide single speed brake lever which feels the same.
Be mindful that moving to drop bars may require changing brakes to match the levers.
I would just use a Surly Corner Bar or one of the cheaper aluminum copies of it you can find on Amazon. Then you don’t have to change your shifters at all, just slap on the new bar and bar tape and call it a day.
You could go with Gevenalle if you wanna get really weird
