It’s been years since I took my bike out, rideable, but there is some movement between the fork and handlebar. Any help will be greatly appreciated. I’m in Philly if there’s any shop recommendations too.

Needs a new fork cap. This one’s sheared off! Use some pliers to see if it can be free’d, get some lube into it. Next tricky but you need to figure what forks they are and what fork cap goes with it as there’s 4+ types.

Fill that hole with maple syrup, let it sit over night, and it’ll pop right out. 👍🏻
EZ OUT KIT
Take stem off, pull fork out, clamp into a vise, find nut that fits onto remaining nub, weld it on and use socket wrench to ratchet it off.
Or if you’re lucky it’ll have enough stick out to put a pipe wrench on it.
take off the stem, take out the bolt with a vise grip and put a new fork cap
Unscrew the stem screws at the bottom. Tighten a compression cap onto there. And screw the top screws back on.
Loosen the stem bolts. Remove the snapped bit of bolt. Find a replacement bolt, OR use a compression top cap / star fangled nut as an alternative means of tightening the headset.
