The hoses aren’t too short, indeed i may have to cut them shorter. So i dont know if it’s a common thing for the steerer to come back like this

Try to loosen a bit the top cap.
Is your frame at an angle in the stand? Looks like s too tight too cap bolt and gravity
Internal cables? Might be too tight, becouse it shouldn’t move on it’s own.
This is a pretty common thing for any bike with hoses and/or cables going through the headset. The bars are pulled different ways by the housing and brake hoses but they almost never pull back to center on the stand. Not really a big deal though because once you get weight on the bars you don’t really feel it. Especially if you’re moving. Keep building homie 🤙
